Lawmakers Consider Support for Intel Amid Concerns

Published November 3, 2024

Lawmakers in Washington are increasingly concerned about the future of Intel, the once reigning leader in the semiconductor industry. The company has faced significant challenges that have led to a decline in its market position.

Intel was previously recognized as the largest chipmaker globally; however, it has recently fallen behind TSMC and lost its stronghold in technical innovation to various competitors. This shift has raised alarms among politicians and industry stakeholders.

Despite a high-profile turnaround strategy by CEO Pat Gelsinger, Intel has continued to struggle with a range of serious issues. These include problems in production, software malfunctions, critical failures, and overall performance that has not met expectations. As a result, the company’s prospects have dimmed.

Intel has already benefited from significant financial support through the CHIPS Act, having received billions in funding. As per reports from Semafor, lawmakers are now privately exploring the possibility of additional bailouts to further support Intel should it find itself in need of more assistance. At this stage, discussions are informal and mostly precautionary, indicating that no firm decisions have been reached.

The fact that these conversations are occurring reflects the importance that lawmakers place on Intel's success. Semiconductors play a vital role in a wide array of technologies, from computers and mobile devices to autonomous vehicles and artificial intelligence, making them a matter of national security. Considering Intel is the only major semiconductor manufacturer based in the United States, it is not surprising that lawmakers are considering contingency plans to protect this crucial industry.

One potential strategy could be for Intel to merge with another U.S. chip company. In this scenario, lawmakers might be more lenient regarding regulatory issues to facilitate a deal that could help save Intel.

In response to concerns about its future, Intel has reaffirmed its significance in a statement. A spokesperson stated, “We have outlined a clear strategy that we are executing with rigor. The strong operational performance we delivered in Q3 demonstrates important progress against our plan. Intel is the only American company that designs and manufactures leading-edge chips and plays a critical role in enabling a competitive semiconductor ecosystem in the U.S.”
